The President of the Constitutional Court, Livio Paladin, in whose memory the Regional Council Library is named, visited the Council in December 1989. A year later, a regional law was passed establishing the Regional Commission for Equal Opportunities between Men and Women, as an advisory body to the Council and the Regional Executive for the effective implementation of the principles of equality and social parity. In 1990, the environmental impact assessment (EIA) procedure was defined and regulated, while in 1991, the functioning of the Regional Committee for Radio and Television Services was regulated as a regional advisory body on radio and television matters. There was great tension in June 1991 due to the intervention of the Yugoslav Federal Army in Slovenia, which had declared its independence on June 25: the Regional Council held an extraordinary meeting on June 28, chaired by Nemo Gonano, flanked by the President of the Regional Council, Adriano Biasutti, in the aftermath of the intervention that led to the ‘10-day war’ or ‘Slovenian War of Independence’ between Slovenia and the Socialist Federal Republic of Yugoslavia. In July 1991, the first edition of Mittelfest was inaugurated in Udine: President of the Republic Francesco Cossiga and the two Presidents Gonano (Council) and Biasutti (Executive Committee) were present. With Regional Law No. 18 of May 23, 1993, on the reform and reorganization of regional bodies, the Regional Agency for the Promotion and Development of Agriculture (ERSA) was established.
