On April 25, 1975, the President of the Republic, Giovanni Leone, paid tribute to the Risiera di San Sabba, and on May 6, 1977, the first anniversary of the earthquake was commemorated with a Council meeting attended by the Government's Special Commissioner for the earthquake, Giuseppe Zamberletti, together with the Prefect and the Bishop of Udine. Among the laws enacted during the five-year period, in addition to post-earthquake legislation and institutional visits to the areas affected by the earthquake in August and September 1976, were those concerning housing and transport, as well as the Region's shareholding in Società Informatica Friuli-Venezia Giulia, the future Insiel SpA. The first comprehensive regional law on regional personnel was also enacted, regulating their legal status and remuneration (Regional Law No. 48 of August 5, 1975), and for the first time, a four-year multi-year financial planning tool was established with Regional Law No. 12 of April 29, 1976, on regional accounting. Finally, buildings of artistic, historical, or environmental value, historical archives, and cultural heritage were protected by law (Regional Law No. 60 of November 18, 1976), providing for measures to develop library and museum services and institutions.
